Resolution #2008-02:

Opposing the referendum
to create an Arlington Housing Authority

Whereas, as the result of a citizens' initiative, a referendum has been placed on the November 4th ballot as to whether Arlington County should activate a local Housing Authority, as authorized by State law; and

Whereas, such a Housing Authority would be able to issue long-term bonds, the proceeds of which would be used to directly purchase and operate rental property in Arlington; and

Whereas, such a Housing Authority would necessitate the creation of a new bureaucracy, which would compete with already existing affordable housing providers, both non-profit and for profit, for the acquisition of properties that might lend themselves to affordable housing operations, which could put the Housing Authority in a bidding war for such properties; and

Whereas, Arlington already provides for a myriad of affordable housing programs, including below-market secondary financing to property owners, direct rent subsidies, and real estate tax relief, which in many ways would make such an Housing Authority redundant;

NOW, THEREFORE the Arlington County Republican Committee formally opposes the activation of a Housing Authority in Arlington, and will indicate on its sample ballot for the November 4th election that it recommends a vote of "NO" on this referendum.
