Party Canvass of Arlington County Republican Committee of the Republican Party of Virginia

As Chairman of the Arlington County Republican Committee (ACRC) of the Republican Party of Virginia, and pursuant to the Plan of Organization and as recommended and directed by the Committee, I, Jim Presswood, do hereby issue this call for a Party Canvass to be held at the Walter Reed Community Center (2909 16th St. S, Arlington, Virginia 22204) in Multipurpose Room A from 10:00 A.M. to 2:00 P.M. local time on March 17, 2018 for the following purposes:

a) Electing a Unit Chairman for 2018-2020;

b) Electing precinct and at-large members of the Unit Committee for 2018-2020.

2)   The Canvass shall elect up to 42 at-large members.

c) Electing up to 365 Delegates and an equal number of Alternates to the Eighth District Republican Committee Convention, to be held on April 28, 2018 at Thomas Jefferson High School (6560 Braddock Road; Alexandria, VA 22312), beginning at 10:00 A.M. for the purposes of 1) electing an Eighth Congressional District Chair of the Republican Party of Virginia, 2) nominating a Republican candidate for the office of the U.S. House of Representatives, and 3) for the transaction of such other business as may properly come before the convention. Each unit is entitled to one (1) Delegate Vote per 500 Republican votes for Governor and President at their last election, so that Arlington County Republican Committee is entitled to 73 Delegate Votes.

If not more than the number of persons to be elected shall file for each office, then such properly filed persons shall be declared elected and no Canvass will be held for such purpose. If warranted by the number of candidates, the date, location and time of the Canvass are subject to change.

Qualifications for Participation

All legal and qualified voters of Arlington County under the laws of the Commonwealth of Virginia, regardless of race, religion, national origin or sex, who are in accord with the principles of the Republican Party and who, if requested, express in open meeting either orally or in writing as may be required, their intent to support all of its nominees for public office in the ensuing election, may participate as members of the Republican Party of Virginia in its mass meetings, party canvasses, conventions or primaries encompassing their respective election districts.

In addition to the foregoing, to be in accord with the principles of the Republican Party, unless otherwise stipulated by the appropriate Official Committee of the Republican Party, a person otherwise qualified hereunder shall not have participated in Virginia in the nomination process of a party other than the Republican Party in the last five years, whichever is more recent.  A single exception to this rule shall be approved for a voter that renounces affiliation with any other party in writing, and who expresses in writing that he/she is in accord with the principles of the Republican Party and intends, at the time of the writing, to support the nominees of the Republican Party in the future.  Any voter that utilizes the foregoing exception, and thereafter participates in the nomination process of a party other than the Republican Party, shall not have the benefit of this exception thereafter.

A person who has made application for registration to vote and meets all other requirements, but whose name does not appear on the local voter registration books solely because of the books having been closed in connection with a local election, will nevertheless be deemed a legal and qualified voter.

Filing Requirements

Unit Chairman

Each candidate for Unit Chairman must submit a letter of intent to run for the office to ACRC (Attn: Nominations Committee; P.O. Box 3081, Arlington, VA 22203), along with a filing fee of $200 (check payable to "ACRC"). The letter of intent must be received not later than 5 PM on February 15, 2018.  Postmarks do not govern.

Unit Committee Members and Eighth District Republican Committee Convention Delegates

Each candidate for Committee Member or Convention Delegate must complete and submit the official ACRC Party Canvass form. The form may be obtained on the ACRC website home page (www.ArlingtonGOP.org) or upon request to ACRC (phone 703.677.8217, email info@ArlingtonGOP.org). Completed forms must be submitted to ACRC by U.S. Mail (Attn: Nominations Committee, P.O. Box 3081, Arlington, VA 22203) by 5 PM February 27, 2018 or at the ACRC meeting on Wednesday, February 28, 2018 at NRECA, 4301 Wilson Blvd., Room CC-2, Arlington, VA.  Postmarks do not govern.

Committee Members are elected to two-year terms. If the member pays for both years, the filing fee due with the ACRC Party Canvass form is $70. If the member pays yearly, the initial filing fee due with the form is $40 with an additional $40 fee due no later than March 1, 2019.

Candidates for Convention Delegate who wish to vote for all offices at that Convention must submit a filing fee of $20, which will be transferred to the Eighth District Republican Committee to defray convention costs.  The fee is voluntary for those wishing to only vote for the U.S. House of Representatives nominee.

Candidates for all positions are also requested to submit a voluntary contribution to ACRC to be used for Committee operations and voter outreach.

Candidates need to make all checks payable to "Arlington County Republican Committee" or “ACRC”.

As permitted by the Republican Party of Virginia Party Plan, ACRC decided by a two-thirds (2/3) vote to eliminate the Plan’s requirement that this call be published in a newspaper of general circulation in Arlington County.

As Chairman of the Arlington County Republican Committee of the Republican Party (“the Committee”), and pursuant to the Plan of Organization and as recommended and directed by the Committee, I, Jim Presswood, do hereby issue this call for a mass meeting to be held in the library of Key Elementary School (2300 Key Boulevard, Arlington, VA 22201), starting at 12:00 PM local time on June 10, 2017 for the following purposes: 

a) Nominating a Republican candidate for the office of Arlington County Board to be voted for in the general election on November 7, 2017; 

b) For the transaction of such other business as may properly come before the mass meeting. 

Qualifications for Participation

 All legal and qualified voters of Arlington County under the laws of the Commonwealth of Virginia, regardless of race, religion, national origin or sex, who are in accord with the principles of the Republican Party and who, if requested, express in open meeting either orally or in writing as may be required, their intent to support all of its nominees for public office in the ensuing election, may participate as members of the Republican Party of Virginia in its mass meetings, party canvasses, conventions or primaries encompassing their respective election districts. 

Filing Requirements

Candidates for the election or nomination at the mass meeting shall file a signed and dated written statement addressed to Arlington County Republican Committee by mail or in person, to Jim Presswood, Chairman, Arlington County Republican Committee, P.O. Box 3081, Arlington, Virginia 22204, which must be received not later than May 10, 2017.  If a filing is sent by U.S. Mail, the date of receipt shall be governed by the postmark.

A filing fee in the amount of $200 shall be included with the written statement.  The fee shall be a check or money order payable to Arlington County Republican Committee.  The statement shall include the following text: “By my signature below, in accordance with the Qualifications for Participation set forth in the Plan of Organization for the Republican Party of Virginia, I do hereby state my intent to support the Arlington County Republican nominee in the November 7, 2017 general election.” 

Registration Fee

There will be no registration fee for voters to participate in this mass meeting. 

Cancellation 

If warranted by the number of candidates, the date, location and time of the mass meeting are subject to change.  The Chairman may cancel the mass meeting if one or no candidates file as required by this call.

 As Chairman of the 49th House Legislative District Committee of the Republican Party (“the Committee”), and pursuant to the Plan of Organization and as recommended and directed by the Committee, I, Eric Brescia, do hereby issue this call for a Legislative District Mass Meeting to be held at Walter Reed Community Center located at 2909 16th St. S, Arlington, VA 22204, starting at 2:00 pm local time on Saturday, May 20th, for the purposes of: (a) nominating a Republican candidate for the office of Delegate to be voted for in the general election on November 7, 2017; and (b) for the transaction of such other business as may properly come before the mass meeting.

Box 3081, Arlington, Virginia 22204, which must be received no later than 6:00 PM on Friday, May 5th.  A filing fee in the amount of $200 shall be included with the written statement made out to Arlington GOP.  The fee shall be a check or money order payable to the Arlington County Republican Committee.  The statement shall include the following text: “By my signature below, in accordance with the Qualifications for Participation set forth in the Plan of Organization for the Republican Party of Virginia, I do hereby state my intent to support the 49th House Legislative District Republican nominee in the November 7, 2017 general election.”

Registration Fee

There will be no registration fee for voters to participate in this mass meeting.

Cancellation

If warranted by the number of candidates, the date, location and time of the mass meeting are subject to change.  At the discretion of the Committee, the mass meeting may be canceled in the event of only one or no candidate filing.

2017 45th House Legislative District Call

Legislative District Party Canvass of the 45th House District of the Republican Party of Virginia 

As Chairman of the 45th House District Committee of the Republican Party, and pursuant to the Plan of Organization and as recommended and directed by the Committee, I, Brenda M. Hankins, do hereby issue this call for a Legislative District Party Canvass to be held at the Minnie Howard Campus of T.C. Williams High School, 3801 W Braddock Rd, Alexandria VA 22302 from 7 pm to 8:30 pm Eastern Daylight Savings Time (EDT) on May 4, 2017, for the purpose of nominating a candidate for the office of Delegate to be voted for in the General Election on November 7, 2017. The Committee waived the requirement for a polling place in each Unit by unanimous vote. 

Qualification for Participation 

All legal and qualified voters of the 45th House District under the laws of the Commonwealth of Virginia, regardless of race, religion, national origin or sex, who are in accord with the principles of the Republican Party and who, if requested, express in open meeting either orally or in writing as may be required, their intent to support all of its nominees for public office in the ensuing election, may participate as members of the Republican Party of Virginia in its mass meetings, party canvasses, conventions or primaries encompassing their respective election districts. 

Filing Requirement 

Candidates for the Republican nomination at said canvass shall file a written statement by mail to Sean Lenehan, ARCC, PO Box 245, Alexandria VA 22313, which must be received not later than 5 pm EDT on Monday, April 24, 2017, and a non-refundable filing fee of $352.80 payable to the Alexandria Republican City Committee (postmarks do not govern). 

If only one candidate properly files for any office, then said candidate may, at the discretion of the Chairman, be declared the Republican nominee and no canvass will be held for that office. 

All ballots shall include a none-of-the-above option. To receive the party’s nomination, any candidate must receive a plurality of ballots cast in that contest. 

Registration Fee 

There will be no registration fee to participate in this canvass. 

Publication 

This Call shall be published on the websites of the Republican Party of Virginia and relevant unit committees. The Committee waived the newspaper publication requirement by a two-thirds vote.
