The petition below was approved by the Arlington GOP at our July 23 meeting. (news stories here and here) In Arlington we see a lot of things all bundled together, and then put before voters. This petition sends a clear message to Arlington County Board Members that we would like them to make sure that voters get say on large ticket items put on the ballot. We would welcome your support on this issue.
Whereas the consent of the people, through bond referenda, is required to authorize The Arlington County Board to contract a debt for spending on projects approved through the Capital Improvement Spending Plan (CIP).
Whereas the amount of spending authorized may increase our already high taxes in order to repay the debt and maintain the County’s AAA bond rating.
Whereas projects that either account for more than 50% of a bond referendum or have a total 10 year project price tag of $25M or more represent a significant singular commitment of county resources.
Whereas bundling unrelated or marginally related projects into a single bond issue violates the principle of government transparency and presents voters with the dilemma of either approving a mixed bundle or disapproving a necessary project.
Therefore projects that represent a significant commitment of County resources should be presented to voters as a single item with a clear description of the project and not packaged with unrelated or marginally related projects.
Therefore, we the undersigned call on the Arlington County Board to commit to presenting stand alone bond referenda for projects that would represent more than 50% of the amount of the bond referendum dollar amount or authorize $25M or more in total project spending. In doing so, this would ensure transparency and popular consent in the County’s long-term spending.
