2016 Committee and Conventions Call

Party Canvass of Arlington County Republican Committee of the Republican Party of Virginia 

As Chairman of the Arlington County Republican Committee (“ACRC” or “Arlington GOP”) of the Republican Party of Virginia, and pursuant to the Plan of Organization and as recommended and directed by the Committee, I, Matt Wavro, do hereby issue this call for filings to be submitted, in accordance with the filing requirements listed below, prior to and at the regular meeting of the Arlington GOP located at the NRECA Conference Center, 4301 Wilson Blvd., Arlington, Virginia, from 7 PM to 8:30 PM local time on Wednesday, February 17, 2016, and if necessitated by the number of candidates filing, a Party Canvass to be held on Saturday, March 12, 2016 from 10 a.m. to 2 p.m at the Arlington GOP headquarters at 405 S. Glebe Road, Arlington, Virginia for the following purposes:

 

Electing a Unit Chairman for 2016-18;
Electing up to 180 members of the
Arlington County Republican Committee for

2016-2017 and accepting associate membership applications for 2016-2017;

Electing up to 495 Delegates and an equal number of Alternates to the 8th Congressional District Republican Convention, to be held on Saturday, May 7, 2016, at Kenmore Middle School, Arlington, VA, or its alternate site, beginning at 10:00 a.m. local time for the purposes of nominating the Republican candidate for the office of U.S. House of Representatives and electing a District Chairman of the Republican Party, three members of the Republican Party of Virginia State Central Committee, three Delegates and three Alternates to the Republican National Convention, Presidential Elector for the 8th District in the Electoral College, and for the transaction of such other business as may properly come before the convention. Each unit is elected to one (1) Delegate Vote per 500 Republican votes for Governor and President at their last election, so that Arlington County is entitled to 99 Delegate Votes;

Electing up to 990 delegates and an equal number of Alternates to the Virginia State Republican Convention, to be held on April 29-30, 2016, at the James Madison University Convocation Center, 895 University Boulevard, Harrisonburg, VA
22807. The convention will open on April 29 at 2:30 pm for the election of permanent Convention officers and adoption of rules. All other elections and nominations will occur beginning at, or after, 1:30 p.m. on April 30th and will include electing 13 At-Large
Delegates (“National Delegates”) and 13 At-Large Alternate Delegates (“National

Alternates”) to the Republican National Convention to be held on July 18-21, 2016, at the Quicken Loans Arena in Cleveland, Ohio (or its alternate site) (the “National Convention”); nominating two Electors At-Large to be voted for in the presidential election on November 8, 2016; electing a State Chairman; electing a National Committeeman and National Committeewoman; and for the transaction of such other business as may properly come before the Convention. Each unit is elected to one (1) Delegate Vote per two hundred fifty Republican votes for Governor and President at their last election, so that Arlington County is entitled to 198 Delegate Votes.

If not more than the number of persons to be elected shall file for each office, then such properly filed persons shall be declared nominated or elected as the case may be, and no canvass will be held for such purpose, if warranted by the number of candidates the date, location and time of the Canvass are subject to change with reasonable notice communicated via email and posted to www.Arlingtongop.org.

Qualifications for candidates: Any legal resident who is a duly registered voter in Arlington County under the laws of the Commonwealth of Virginia, as of the date of filing, regardless of race, religion, national origin or sex, and who certifies in writing that he or she is in accord with the principles of the Republican Party and intends to support all of its nominees and endorsees for public office in the 2016 election cycles, may file as a candidate for any of the positions listed above. In order to be certified for the Canvass ballot, candidates must meet all requirements established by Canvass rules.

Filing for County Chairman:

Each candidate for County Chairman must submit a letter of intent to ACRC headquarters (Attn: Nominations Committee), along with a filing fee of $200 (check payable to "ACRC"). The letter of intent must be received by the current chairman not later than 7 PM on Monday, February 1, 2016. No submissions by fax will be accepted, and postmarks do not govern.

Filing for County Committee members, District Convention delegates and State Convention delegates:

Filing forms: Each candidate for Committee member or Convention delegate must complete and submit the official Arlington filing form by the filing deadline. Filing forms may be obtained online at www.ArlingtonGOP.org, or at ACRC headquarters (see map), or upon request to ACRC (phone 703-685-2488, email chairman@ArlingtonGOP.org). Completed forms may be submitted to ACRC headquarters by personal delivery or U.S. mail, or submitted at the ACRC meeting on Wednesday, February 17, 2016 at NRECA, 4301 Wilson Blvd., Room CC-1, Arlington, VA. No submissions by fax will be accepted.

Filing deadline: Forms must be received at ACRC headquarters not later than 5
pm on Wednesday, February 17, 2016; or received at the ACRC meeting
on Wednesday, February 17, 2016, by 8 p.m.; or mailed to ACRC and postmarked not later than 11:59 p.m. on Wednesday, February 17, 2016.

Filing fees: Candidates for Committee membership are elected to two year terms. If you pay for 2016 and 2017, the filing fee is $70. If you pay yearly, the filing fee for 2016 is $40 with an additional $40 fee due no later than March 1, 2017. Candidates for Associate Membership have a filing fee of $40 if you pay for 2016 and 2017. If you pay yearly, the filing fee for 2016 is $25 with an addition $25 fee due no later than March 1, 2017.

Candidates for District Convention delegate, who wish to vote for all offices at that Convention, must submit a filing fee of $20 (which will be transferred to the 8th District Committee to defray convention costs); the fee is voluntary for those wishing to only vote for the U.S. House of Representatives nominee and National Convention Delegates and Alternate Delegates.

Candidates for State Convention delegate are requested to pay a voluntary filing fee of $35 (which will be transferred to the Republican Party of Virginia to defray convention costs).

Candidates for all positions are also requested to submit a voluntary processing fee of $25 (which is paid to ACRC to defray the costs of reviewing filing forms and conducting a canvass).

Candidates for all positions are also requested to submit a voluntary contribution to ACRC to be used for Committee operations and voter outreach.

All checks should be made payable to "Arlington GOP" or “ACRC”

Qualifications for Participation:

All legal and qualified voters of Arlington County under the laws of the Commonwealth of Virginia, regardless of race, religion, national origin or sex, who are in accord with the principles of the Republican Party and who, if requested, express in open meeting either orally or in writing as may be required, their intent to support all of its nominees and endorsees for public office in the 2016 election cycle, may participate as members of the Republican Party of Virginia in its mass meetings, party canvasses, conventions, or primaries encompassing their respective election districts.

In addition to the foregoing, to be in accord with the principles of the Republican Party, unless otherwise stipulated by the appropriate Official Committee, a person otherwise qualified hereunder shall not have participated in Virginia in the nomination process of a party other than the Republican Party in the last five years, whichever is more recent. A single exception to this rule shall be approved for a voter that renounces affiliation with any other party in writing, and who expresses in writing that he/she is in accord with the principles of the Republican Party and intends, at the time of the writing, to support the nominees of the Republican Party in the future. Any voter that utilizes the foregoing exception, and thereafter participates in the nomination process of a party other than

the Republican Party, shall not have the benefit of this exception thereafter.

A person who has made application for registration and meets all other requirements, but whose name does not appear on the local registration books solely because of the books having been closed in connection with a local election, will nevertheless be deemed a legal and qualified voter.
